From vision to operational reality

Strategic leadership, regulatory mastery, and technical oversight for healthcare and institutional developments.

JANAS Asia provides the independent advisory and project leadership required to navigate the high-stakes intersection of clinical need, statutory approval, and safe construction. We bridge the gap between ambitious service goals and the complex realities of Hong Kong’s regulatory and physical landscape.

Strategy & business case

Answering the first, hardest question: “Should we do this project, and how?”

Before committing major time and capital, boards and owners require a realistic, evidence-based view of what is possible. JANAS Asia provides the clarity needed to make informed decisions.

  • Strategic options: Translating clinical ideas into clear paths: expand, redevelop, relocate, or greenfield.

  • Feasibility & demand: Preparing high-level business cases including scope, phasing, costs, and benefits.

  • Site & asset potential: Assessing redevelopment and GFA potential, including Town Planning Board (TPB), lease constraints, and height relaxation opportunities.

  • Funding strategy: Outlining financing options, from internal grants and private funding to phased investment models.

  • Risk identification: Highlighting critical fire-safety, regulatory, and technical risks before they impact the budget.

Planning, licensing & compliance

Shaping a workable roadmap that aligns approvals, design, safety, and operations.

Once the decision is made to proceed, we ensure the project is approvable, safe, and practical to operate. We bridge the gap between architectural vision and clinical requirement.

  • Project roadmap: Turning chosen options into a formal brief with clear scope, timelines (programme with completion date), targets, and accountabilities.

  • Clinical functional planning: Designing layouts for clinics, imaging centres, and labs that prioritise infection control, patient flow, and maintainability.

  • Licensing & compliance (Cap. 633): Navigating the Private Healthcare Facilities Ordinance so projects are licensable, not just buildable.

  • Statutory integration: Integrating Building Authority and TPB requirements into the design from the outset to avoid costly delays.

  • Structured governance: Leading risk and value-management workshops to bring clinicians, FM, and management to well-documented decisions.

Project delivery

Accountable leadership to turn plans into safe, compliant, and working facilities.

We take the day-to-day burden of project management off your shoulders, allowing you to focus on your core clinical and community services.

  • Owner-side representation: Acting as your single point of contact for new builds and A&A works in "live" hospitals and institutional environments.

  • Consultant coordination: Leading the team of APs, RSEs, QS, designers, and contractors under one senior JANAS representative.

  • Construction logistics: Managing pre-construction planning and build sequencing to minimise operational disruption and control time/cost.

  • Rigorous oversight: Continuous monitoring of progress, expenditure/costs, risks, safety, and quality with transparent reporting to boards and funders.

  • Commissioning & handover: Overseeing testing and FM onboarding, ensuring asset registers and warranties are ready for Day 1 operation.
